In the event that major lines of internet communications are taken down there is still the possibility of using internet without the use of domain names.  DNS (Domain Name Servers) are a main point that can be attacked and scrubbed effectively turning off the Internet that you all know and understand.  Domain names are really just assigned to a string of numbers called IP or Internet Protocol.

As long as the electric is on and the server farm is still up and running you should be able to access this site regardless of an global DNS outage.
